how do you set the USB Flash Card to be come RAM >?< I saw it before but I can not find the setting again Please help

This feature is called "ReadyBoost".
When you insert the USB drive, Autorun should pop up a window that includes an option to increase your system performance using a portion of the USB drive. First it tests the USB drive to see if it meets the required capacity and speed. If it does not, it will not give you this option.

If Reed's suggestion doesn't seem to be working, you can go to the Properties of your USB drive:
Start>Computer and then "Right Click" on your USB drive.
There is a tab that says "ReadyBoost."
You should be able to take it from there.

I don't think it's treated as RAM. Seems flash memory is inherently too slow for that. I think it has more to do with disk caching.
